Manufacturing Job Openings Are Rising. Why Aren’t Hires Keeping Up?

Manufacturing job openings grew faster than hires from June 2025 to June 2026. The data do not prove one cause, but they do expose a costly operating problem: employers can have jobs available and still struggle to move the right people into them. The answer is not another generic test. It is a clearer job definition, focused evidence, structured follow-up, and accountable human judgment.

Manufacturing employers do not need another headline telling them labor is difficult. They see it in open shifts, overtime, delayed maintenance, supervisor workload, and production plans that depend on positions they have not filled.

The June 2026 Job Openings and Labor Turnover Survey gives the problem a useful scale. The U.S. Bureau of Labor Statistics reported 481,000 manufacturing job openings and 329,000 hires. One year earlier, manufacturing had 391,000 openings and 288,000 hires.

That means openings increased by about 23% over the year while hires increased by about 14%. The numerical gap between openings and hires widened from 103,000 to 152,000.

Those figures are not a fill-rate calculation. Job openings are measured on the last business day of the month, while hires cover activity throughout the month. They also do not tell us why a specific employer cannot fill a specific role. They do show that more available jobs did not produce a matching increase in people entering manufacturing payrolls.

My conclusion is direct: manufacturers should treat a persistent hiring gap as a job-definition and evidence problem, not only a recruiting-volume problem.

The gap is larger in durable goods manufacturing

The June data also show why broad manufacturing averages need context. Durable goods manufacturers reported 345,000 openings and 209,000 hires. Nondurable goods manufacturers reported 136,000 openings and 120,000 hires.

Different plants, shifts, occupations, equipment, safety exposures, and labor markets create different hiring conditions. A maintenance technician in a chemical facility is not the same job as a maintenance technician in light assembly. A production supervisor responsible for quality, safety, and changeovers should not be treated like every other person with the same title.

That is where generic hiring processes begin to lose people. The employer posts a recycled job description, screens for familiar credentials, gives every candidate the same assessment, and asks broad interview questions. The process creates activity. It does not always create job-related evidence.

The labor data do not prove one cause

The BLS figures cannot tell us whether the gap came from pay, location, shift design, skills, employer reputation, applicant supply, selection delays, or turnover. Any article that claims one national number proves one cause is overstating the evidence.

Other research does show that the workforce challenge is structural. The Manufacturing Institute and Deloitte estimated that U.S. manufacturing may need 3.8 million additional workers between 2024 and 2033 and that 1.9 million of those jobs could remain unfilled if workforce challenges are not addressed. In that study, 65% of surveyed manufacturers identified attracting and retaining talent as their primary business challenge.

The practical question is not whether a national talent gap exists. It is where your own process is losing qualified people and where the job itself has been defined too loosely to support a sound decision.

Start by separating what must be present from what can be trained

Manufacturers often narrow the candidate pool with requirements that feel safe but have not been tested against the real work. Years of experience, one preferred industry background, a broad degree requirement, or familiarity with one system can become a substitute for job analysis.

Some requirements are essential. Others are trainable. The hiring team should make that distinction before sourcing or assessing candidates.

  • What must the person be able to do safely on day one?
  • Which technical skills can be trained within a realistic ramp-up period?
  • Which decisions carry the greatest quality, safety, customer, or production consequence?
  • What work conditions cause otherwise capable employees to leave?
  • Which behaviors separate reliable performance from repeated supervision?
  • What evidence will the employer use to verify each requirement?

A practical example: the maintenance technician opening that stays open

Consider a hypothetical manufacturer that has struggled to fill a maintenance technician role for 75 days. The job posting asks for five years of experience, knowledge of several systems, strong communication, teamwork, urgency, and attention to detail. Every competing employer uses similar language.

The plant team reviews the actual role and finds that the most important entry requirements are disciplined troubleshooting, safe rule compliance, reliable follow-through, and the ability to communicate during equipment failure. One software platform can be trained. Experience with a specific machine is helpful but not essential. The night-shift schedule and emergency call expectations must be explained early because they affect retention.

That review does not lower the standard. It makes the standard more accurate. It may also reopen the pool to candidates from adjacent industries, military maintenance, technical programs, or earlier-career roles who can meet the work requirements but would have failed the old screen.

A focused assessment can then add evidence about the requirements that are appropriate to measure. A technical work sample or credential review can address knowledge and hands-on skill. A structured interview can test how the person diagnoses a failure, responds to an unsafe shortcut, communicates during downtime, and learns an unfamiliar system.

The goal is not to move every applicant faster. It is to stop losing qualified people to unclear requirements, unnecessary delays, inconsistent interviews, and evidence that does not match the work.
